Intended for use in management of the topology of a layer network domain, together with the relationships between the resources of the layer network domain under management. The service permits the creation and deletion of resources inside a layer network domain - ie. subnetwork, link, topological link end and access group. Also gives a set of reporting actions for advising of potential notification receivers of creation and deletion of resources in the community.
